Steps to Building a Home in Plain Grove

This document is designed to give you some ideas on what needs done to build in Plain Grove Township. Living in a rural area is very different than "city living". And to that end we are providing you with the following information to help you make an educated and informed decision when choosing to purchase or develop land outside the boundaries of an incorporated cities or towns or the developed metropolitan areas in Lawrence County. Plain Grove Township does have zoning, so please be sure that the intended use of your property falls within these regulations. Any subdivision of land within the Township must be approved by the County Planning Commission as the Township does not have a subdivision and land development ordinance.

1. Obtain the proper size acreage lot for the zoned area where you plan to build.

2. Obtain an address from Lawrence County Operations Center (724-656-9300)

3.Call PA One call to verify nothing is buried in the ground. 724 PA1-CALL

4. Contact Pa. Dept. Conservation (717-787-3444), Pa. Fish & Boat Commission (814-359-5237), US Fish & Wildlife Service, then DEP (724-756-3168)

5. Make an appointment to do a percolation test with Sewage Enforcement and Excavator.

6. Have land surveyed and drawn up showing the perk and soil profile. The Surveyor is responsible for the Sewage Planning Module and the N.P.D.E.S.(Endangered Species)


7. Sewage Enforcement will examine and approve the septic system.

8. Sewage Enforcement will send the information to the Township once it is approved.

9. Surveyor / Homeowner sends information signed by Township Secretary, Zoning Officer, Planning Commission to DEP in New Castle.

10. DEP approves and gets excavator to draw up sewage design and types of system available.

11. Present sewage design and all other paper work to Sewage Enforcement, then get sewage permit.

12. Once you have obtained sewage permit, you can now get a zoning permit.

13. After you get the Zoning Permit, then you contact the Building Inspector for your Building Permits.
